With reference to Your Grace's confidential
despatch of the 23rd March, 1923, I have the honour to
forward for your consideration a copy of a letter dated 31st May, 1923, received from Mr. Kwai C. Lau, Chief Manager
of the Chinese Merchants Bank, Ltd., of Hongkong.

On the 5th February last Mr. Leu addressed a letter to me which was practically identical with that addressed to His Majesty's Secretary for Foreign Affairs, copy of which was forwarded in your despatch mentioned above, A further letter on the same subject was received from the Chinese General Chamber of Commerce a copy of which I enclose.
The matter was referred to His Majesty's Consul-General at Saigon and a copy of Mr. Drummond Hogg's reply is enclosed also.
